Kenya Informal Settlement Improvement Project Two (KISIP II) - Independent Fiduciary Agency
Project Mandate
The primary objective of the IFA is to conduct independent verification of Components 1.2- Infrastructure upgrading being implemented at the 23 selected counties in Kenya (US$90 million budget) and Component 2 LICW activities being implemented by the national government with input from the 33 select beneficiary counties (US$10 million budget).
Scope of Work
IFA provides continuous assessment of KISIP2 activities with measures to ensure project funds are used for intended purposes efficiently and economically in compliance with financial covenants. Infrastructure upgrading activities include: ensuring procurement of goods, consulting and non-consulting services aligns with approved work plans, budgets, and procurement plans; reviewing projects for compliance with detailed engineering designs and bidding documents (ESIA, RAP); ensuring procurement regulation compliance.
Project Outcome
IFA successfully ensured proper utilization of US$150 million project funds across 33 counties through quarterly comprehensive fiduciary reports covering infrastructure upgrading and LICW activities. Identified and quantified fiduciary risks promptly enabling remedial action. Strengthened county-level financial management, internal audit functions, and procurement compliance.
